About Us

ASSOCOSTIERI, established in Rome in 1983, is the leading association for companies operating in the energy logistics sector.

Specifically, companies active in marine bunkering, coastal, customs and tax warehouse owners of mineral oils, chemicals and LPG, biodiesel, LNG regasification depots and terminals are members of the Association.

For more than 35 years, the Association has represented the interests of industry professionals, carrying out ongoing and proactive work to accredit its members and their issues of interest to relevant stakeholders.

To this end, ASSOCOSTIERI advocates for the needs of member companies in national, EU and international institutional, political and technical fora with jurisdiction over energy logistics and biofuels.

This activity is carried out through participation in working groups and consultation tables, set up by the public administration and technical bodies, to share and settle the problems of the industry sectors represented.

ASSOCOSTIERI protects the interests of its member companies in the relevant national EU and international institutional, political and technical forums on energy logistics and biofuels.

The Association’s activities are carried out through participation in working groups, consultation tables established by the public administration and technical bodies, hearings, interventions, and reports for prompt cooperation and support for all issues of interest to the industrial sectors it represents.

It also carries out extensive training to Associates on all regulations of interest, highlighting the most relevant aspects for the activities of member companies and providing interpretations and consultation activities with institutions in case of interpretative doubts.

The Association in recent years, in order to facilitate the application among its members of industry regulations, has prepared, with the help of the reference bodies and its own technicians, guidelines for industry regulations, authorization vademecums for LNG, guidelines for EMAS application and, first in the sector, the code of conduct for the application of organization, management and control models under Legislative Decree 231 approved by the Ministry of Justice, Consob, Bank of Italy and all other stakeholders concerned.

The Association may also consider, with the possible assistance of the subsidiary company Assocostieri Servizi, matters of interest to individual members provided that these do not harm the interests of other members and may become, in the future, of general interest.

The purpose of the Association is:
  • Protect duly incorporated companies holding decrees for the concessionary operation of coastal and/or fiscal depots and companies operating in the petroleum, chemical, petrochemical, LPG and LNG logistics sector.
  • Represent the category for its recognition and enhancement in dealings with the public administration, other Associations, international and national economic organizations, defending its interests.
The Association's main areas of specialization are:
  • Authorization procedures for the construction and operation of logistics infrastructure;
  • State concessions;
  • Tax and customs aspects;
  • Environment and safety procedures.

Organization chart

The membership structure reflects what are the Association's founding principles: freedom of association as an aspect of political and economic freedom; pluralism of forms of enterprise; constant commitment to the protection of legality; and responsibility, including and not limited to the social and economic system for the purpose of its equitable, integrated and sustainable development.

The organs

The Assembly – composed of representatives of all member enterprises. Holds ordinary meetings once a year. Resolutions are adopted by a simple majority of those voting, and only in cases provided for in the articles of association by a qualified majority. Such resolutions are binding on all members. The Assembly awards elective offices, approves the program of activities proposed by the President, and approves the general guidelines of the Association.

The Board of Directors -consisting of the President, Vice Presidents, the most recent Past President, and up to seven Directors, all elected by the Ordinary Meeting. Its administrative governance functions range from proposing elected offices to seeing to the achievement of statutory purposes.

The Board of Arbitrators-composed of persons of recognized moral authority and generally called upon to adjudicate on any disagreements, violations of the bylaws, non-compliance with resolutions, and exclusion of members.

Management figures

The President is elected by the Ordinary Assembly upon the proposal of the Board of Directors. His term of office is two years and, in the course of his duties, he supervises, coordinates and controls the activities of the other bodies.

The General Manager, appointed by the Board of Directors upon the proposal of the President, coordinates and operationally manages the association structure.
